Phosphogypsum is a solid waste generated during the wet-process phosphoric acid production, with calcium sulfate dihydrate as its main component. Its composition is relatively complex, containing not only calcium sulfate but also incompletely decomposed phosphate rock, residual phosphoric acid, fluorides, acid-insoluble substances, and organic matter. Among these, fluorine and organic matter have the greatest impact on the resource utilization of phosphogypsum.

The 200,000-ton-per-year lightweight gypsum plaster mortar project of Xiwuzhumuqin Banner Yuanfeng Industrial is located in the Baiyinhu Economic Development Zone, Xiwuzhumuqin Banner. The project is invested and constructed by Huolinguole Liwei Loading and Unloading Co., Ltd., and primarily uses desulfurized gypsum as the raw material for producing lightweight gypsum plaster mortar.

In April 2024, the Ministry of Industry and Information Technology (MIIT), together with the National Development and Reform Commission and five other ministries, jointly issued the Action Plan for Comprehensive Utilization of Phosphogypsum (hereinafter referred to as the “Action Plan”). According to the plan, by 2026, the comprehensive utilization rate of phosphogypsum is expected to reach 65%, and the total consumption (including comprehensive utilization and harmless disposal) will achieve a dynamic balance with production.

Phosphogypsum is a solid by-product discharged during the wet-process phosphoric acid production, with calcium sulfate dihydrate (CaSO₄·2H₂O) as its main component. Due to the presence of soluble phosphorus and various harmful impurities, raw phosphogypsum cannot be directly utilized.

According to the Work Plan, during 2025–2026, the building materials industry will continue to recover and improve, with profitability significantly enhanced and technological innovation capacity steadily strengthened. The scale of green building materials and advanced inorganic non-metallic materials industries will keep expanding, with the revenue of green building materials expected to exceed 300 billion yuan by 2026.
