China Accelerates Phosphogypsum Utilization with National Action Plans to Promote Green and Efficient Resource Use

In April 2024, the Ministry of Industry and Information Technology (MIIT), together with the National Development and Reform Commission and five other ministries, jointly issued the Action Plan for Comprehensive Utilization of Phosphogypsum (hereinafter referred to as the “Action Plan”). According to the plan, by 2026, the comprehensive utilization rate of phosphogypsum is expected to reach 65%, and the total consumption (including comprehensive utilization and harmless disposal) will achieve a dynamic balance with production.

The Action Plan calls for accelerating technological innovation and industrial application, promoting cross-field and interdisciplinary technological integration and innovation, and advancing research on construction technologies for phosphogypsum utilization in areas such as road infrastructure and backfilling.

Earlier, in December 2023, the MIIT and seven other ministries issued the Implementation Plan for Promoting the Efficient and High-Value Utilization of Phosphorus Resources, which also emphasized speeding up the comprehensive utilization of phosphogypsum. The plan encourages verification and application of phosphogypsum as roadbed material and explores its safe and environmentally sound use in fields such as ecological restoration, soil improvement, municipal engineering, and earthwork balance.
